What you need to know:

  • The memorandum signed on April 17, 2025, between Ukraine and the USA aims to finalize the agreement on economic partnership and the establishment of an investment fund.
  • The agreement envisions significant investments for the reconstruction of Ukraine and modernization of infrastructure, which is expected to benefit both countries.
  • A report on the progress of negotiations is to be presented by April 26, 2025, and Ukraine's Prime Minister plans to visit Washington for further talks.

The text of the memorandum, now available online, outlines the creation of an investment fund for the reconstruction of Ukraine. The document emphasizes that this agreement opens doors to significant investments and infrastructure modernization. The cooperation is expected to be beneficial for both parties and also supports Ukraine’s sovereignty and security.

The memorandum highlights that the United States recognizes Ukraine's contribution to international peace and security, particularly in the context of renouncing its nuclear arsenal. Additionally, the USA commits to respecting Ukraine's obligations related to its integration into the European Union and agreements with international financial institutions.

What’s next for the peace talks?

Ukraine’s Prime Minister, Denys Shmyhal, plans a visit to Washington to support high-level discussions. The final form of the agreement is to be drafted by April 26.

These declarations are overshadowed by a statement on Friday from U.S. Secretary of State Marco Rubio, who mentioned that the USA is ready to abandon efforts to achieve peace between Russia and Ukraine.

Speaking at Paris Le Bourget Airport, U.S. Secretary of State Marco Rubio emphasized that while the war in Ukraine is a tragic situation, it is not a conflict initiated by the United States. He underlined that although the U.S. has been supporting Ukraine for the past three years and hopes for a resolution, it remains fundamentally not America’s war.

At the same time, he assured that if both sides demonstrate readiness to make peace, the talks will continue.
