Road chaos in Delaware. Car crashes into President Biden's convoy, prompt security scare

The episode transpired in the evening as Joe Biden was departing from his campaign headquarters. His wife had already boarded the armored car, while Biden intercepted a journalist's question.
Suddenly, the sound of screeching tires and a loud bang pervaded the area. Swiftly, Secret Service agents encircled the surprised President, urging him to get into the car.
What exactly happened? Eyewitnesses recount that an SUV with Delaware license plates, positioned in the middle of the intersection for the President's security, was hit by a silver sedan. The car served the purpose of halting traffic at the intersection, allowing the President to securely board his car.
After colliding with the SUV, the sedan's driver endeavored to keep driving through the obstructed intersection. He was promptly enveloped by the security team. Agents drew their weapons at the driver, instructing him to raise his hands.
At this point, it remains uncertain whether the sedan driver intentionally rammed into the security SUV, or was merely inattentive.
