Putin's new vision for Russia: Higher wages, digital sovereignty, and beyond

On Tuesday, after being sworn in for another six-year term, Putin signed this significant decree. It outlines the Russian Federation's national development goals until 2030 and beyond 2036. The document was made public on the Kremlin's website on the evening of May 7, soon after Putin's inauguration ceremony. Meduza, an independent Russian media outlet, provides insights into the future that awaits Russians in six years if Putin fulfills his promises.
Higher minimum wage, reduced poverty
The decree sets ambitious economic targets for Russia, aiming for the country to rank fourth globally in GDP. It promises to lower the poverty rate to no more than 7% nationwide and to below 12% for large families. Moreover, it pledges a minimum wage of at least 35,000 rubles (approximately $473).
Additionally, the decree mandates a minimum living space of 355 square feet per person and aims to increase the average lifespan of Russians to 78 years—a notable improvement from just over 73 years in 2023.
The document envisions Russian youth believing in their self-realization opportunities within Russia and engaging in initiatives that support their professional, personal, and patriotic development.
An efficient and equitable approach will be established to uncover, support, and nurture the talents of 100 percent of children and youth. By the end of 2024, all schools and kindergartens requiring renovations are expected to be repaired, as reported by "Meduza."
Advancements in Russian aviation and internet sovereignty
Putin's promises extend to improving the work satisfaction of government officials and citizens’ interactions with governmental and social organizations, aiming for a 50% enhancement at minimum.
At least half of the aircraft will be Russian-made, aiming to increase the "aviation mobility of the population" by one and a half times by 2023, as "Meduza" reports.
A digital platform will be introduced to support human health throughout one's life. The decree stresses the importance of "network sovereignty and information security" in digital communication networks. This move, which signals an intent for greater internet control, is particularly concerning in countries like Russia, where it can lead to increased misinformation, especially regarding sensitive topics such as the war in Ukraine.
Furthermore, the decree outlines Putin's commitment to fostering a developed, patriotic, and socially responsible citizenry deeply rooted in traditional Russian spiritual, moral, cultural, and historical values.
