Putin claims secret Ukrainian offer ahead of Zelensky's plan

Vladimir Putin stated at the BRICS summit that during the September session of the UN General Assembly in New York, the Turkish representative received an offer from Ukraine meant for Russia. The three-day BRICS summit in Kazan has concluded. In his closing speech, Vladimir Putin argued that "Ukraine is being used to pose a strategic threat to Russia" and to "defeat Moscow." He assured that these are "illusory intentions," according to Reuters.

Later, during a press conference summarizing the summit, Putin announced that he received a "secret offer" from Ukraine in September.

Did Kyiv have an offer for Moscow?

According to the Ukrainska Pravda portal, which cites the pro-Kremlin RIA Novosti agency, Vladimir Putin allegedly shared these "revelations" after the summit in Kazan ended.

"Turkey took the initiative regarding the situation in the Black Sea: ensuring safe navigation, concluding certain agreements, and agreements concerning the security of nuclear energy facilities," said the Russian leader, adding that the Turkish representative at the September session of the UN General Assembly received Ukraine's offer. He conveyed this information to the Kremlin.

Putin claimed he agreed to this proposal, but then Ukrainian President Volodymyr Zelensky announced the Victory Plan. In his view, this excludes the possibility of negotiations. Putin did not disclose exactly what was offered to him.

When asked to assess the chances of ending the war with Ukraine on a scale from one to ten, Putin stated that he considers it inappropriate to give any numbers or results.
