The Moroccan Navy has announced plans to purchase two new submarines, sparking interest from several European shipyards. Among the contenders are the French Naval Group and German ThyssenKrupp Marine Systems (TKMS). These companies are vying against Russia, which has recently seen a decline in its status as a global leader in arms sales.

The French Naval Group is offering Morocco the Scorpene-class submarines, known for their quiet operation and adaptable design. The French have been negotiating with Morocco's Royal Armed Forces since 2021, and their previous deliveries of frigates have bolstered their standing in the region. Meanwhile, German shipyard TKMS is promoting its advanced HDW Class Dolphin AIP and HDW Class 209/1400mod submarines, which hold a positive reputation with the Egyptian naval forces.

Russia loses its position

Russia, once a primary arms supplier globally, is now attempting to sell the Amur 1650 submarine to Morocco. However, its standing has declined after three years of conflict in Ukraine, resulting in a 53 percent drop in arms sales last year. A loss to France or Germany would further demonstrate that Moscow's image as a military powerhouse and leading arms supplier has diminished.

France has surpassed Russia, becoming the second-largest arms supplier in the world.

Morocco has long been in competition with Algeria, which boasts the largest submarine fleet in Africa. Algeria operates Kilo-class submarines equipped with the Kalibr missile system, capable of striking both naval and land targets. Morocco's efforts to strengthen its fleet are in response to these developments.
