The creation of Tortuga - A Pirate's Tale was handled by Gaming Minds Studios, the same team that developed Port Royale 3 and Port Royale 4. However, we are given fewer choices in this storyline. The player becomes a pirate, specifically the captain of a pirate ship, or even a fleet.

In Tortuga - A Pirate's Tale, the player navigates a map that represents the Caribbean of the 17th century. As a pirate, the main objective is to hunt for treasure. There are also numerous tasks to complete, options to trade, and battles to fight. The fighting aspect appears particularly interesting, as evident in the gameplay.
